Internet: Discussion Group on Enterprise Development
Created in 1995 the first ever Internet discussion group on Enterprise Development in Developing Countries with a particular focus on micro and small scale enterprises. This discussion group named ENTER-L (now defunct) used to have over 400 members from all over the world .
Steering Committee of Donor Agencies
Founding member of the International Steering Committee of Donor Agencies on Small Scale Enterprise Development composed of World Bank, USAID, UNDP, UNIDO, ILO, CIDA, Sweden, Norway, Denmark, EEC, Switzerland, United Kingdom, Germany, France, etc. and responsible for coordinating multilateral and bilateral activities in the area of Small-Scale Enterprise Development.
International Conference on Women
Organized in 1987 the first ever international seminar on Women in Micro and Small Scale Enterprise Development sponsored by the Committee of Donor Agencies and attended by over forty representatives from developing countries as well as by representatives from donor agencies .
Enterprise Development Policy Paper
Developed for CIDA in 1988 an enterprise development policy framework which includes objectives and strategies for sustaining economic growth, employment creation, social and economic equity, participation of women, private sector and entrepreneurship development.
State-of-the-Art Review on Small Scale Enterprise Development.
Director of the review which provided CIDA with appropriate sectoral guidelines for Small Scale Enterprise Development. This State-of-the-Art Review was presented and accepted by the Steering Committee of Donor Agencies.
Participation in International Conferences
Canadian representative at the UNIDO Conference on Women in Agro-Industries, at the ILO Conference on Appropriate Technology, at the Asia Pacific Financial Institutions Conferences in Istanbul and Manila, at the International Small Business Conference in Spain, at the Regional Latin America Conference in Ecuador, at the OECD Conference on private sector development.
Invited by the US to participate into the first Small Business Development mission to China in 1987. Member of the Canadian delegation to UNIDO IV and to the ILO General Conference.

Acted as Head of various planning and monitoring missions in Jamaica (2), Eastern Caribbean (2), Barbados, Trinidad, Peru, Haiti (2), El Salvador, Ghana (2), Tanzania, Lesotho (3), Guinea, Rwanda (2), Morocco, Tunisia, Mali (3), Burkina Faso (2), Thailand, Philippines (3).
Spent five years in the Philippines from 1998 t0 1993 as part of the CIDA decentralized Post. Learned the local language and is now fluent in Tagalog.

July 1999 to 2006: Senior Advisor, Private Sector Development, Policy Branch, Canadian International Development Agency
Responsible for advising the President and the Minister on all issues related to Private Sector Development and for developing a Private Sector Development Policy for the Agency ( including small and medium enterprise, microenterprise and microfinance). Represents CIDA on the Committee of Donor Agencies on Small Enterprise Development. Member of the Executive Committee of CGAP (Consultative Group to Assist the Poor) a consortium of 29 bilateral and multilateral development agencies. Coordinates the Enterprise Development Network within the Agency and links with other donors on enterprise development issues.
September 1997 to June 1999: Senior Advisor, Private Sector Development, Africa & Middle East Branch, Canadian International Development Agency
Reporting directly to the Director General, Strategic Planning, and responsible for advising the Vice President and other Directors on all issues related to Private Sector Development. This includes reviewing existing operations and developing a Private Sector Development Policy for the Branch (including microenterprise and microfinance)
September 1995 to August 1997: Coordinator of Analysts and member of management team, West Africa Division, Canadian International Development Agency
Coordinator of the Group of Analysts which covers Social Communications, Environment and Sustainable Development, and Entrepreneurship and Private Sector Development, and member of the West Africa Division management team .
Responsible for developing and implementing a results based monitoring system for the Division at the project and program level. This is a pilot project which has been fully computerized using Lotus Approach and is now in the testing and implementation phase.

Responsible for developing a thematic strategy for Private Sector and Entrepreneurship Development for the 18 countries of West Africa. As Head of a planning mission to Ghana developed a programming framework for private sector development.
Invited by the Canadian Association of International Development Consultants to be a speaker on Private Sector Development in developing countries at their 1994 annual meeting in Ottawa. Also invited by the Association of Canadian Community Colleges to make a presentation on " entrepreneurship development and vocational training " at their first African symposium" in 1994.
January 1989 to August 1993 : Counselor ( Development ) and Deputy Director Professional Services, Canadian Embassy, Manila, Philippines.
As a member of the country programme management team, participated in the planning, management and assessment of the Philippines program, advised on the implementation of ODA strategy, and was overall responsible for 1) the provision and quality of technical inputs, 2) the management of locally engaged professionals and 3) the selection of consultants.
In the first CIDA decentralized post in Asia, assumed full responsibility for developing the Environment Strategy as well as the Private Sector development strategy.
Undertook two language training immersion programs of two weeks duration each in rural areas of the Philippines in addition to daily one hour tutoring lessons. Was therefore fully functional in Tagalog which helped tremendously in developing local networks, understanding the local culture and earning credibility and respect both at the government and village level.
October 1978 to December 1988 : Director, Enterprise Sector, Professional Services Branch, Canadian International Development Agency
Created, organized and managed the new Enterprise Sector in CIDA which dealt with industrial development, micro and small scale enterprise development, employment creation and income generation. Private sector development, technology transfer, equity financing and investment promotion were also covered. Activities included technical identification, planning and implementation of projects and programmes, in more than 80 countries.
As Director of the Enterprise Sector, was responsible and accountable for the technical inputs provided to the CIDA bilateral, industrial cooperation and multilateral branches. In particular was responsible for policy advice and monitoring to various International Financial Institutions in the Caribbean, Africa and Asia.
Introduced and operationalized within CIDA the concept of micro and small scale enterprise development as an important development component closely linked to both agricultural and industrial development. Established a methodology for preparing country profiles for private sector development.
Responsibilities included the preparation of Agency's policies and guidelines for enterprise development and the establishment of appropriate contacts with counterpart multilateral institutions and bilateral donor agencies, as well as the direct supervision of Industrial Development specialists and Small Business development officers.
June 1976 to September 1978 : Senior Industrial Engineer, Engineering Division, Canadian International Development Agency.
As an Industrial Development Specialist, provided technical advice and services on identification, design, development and evaluation of industrial projects and the formulation of country programmes; acted as resource manager of multidisciplinary groups providing a full range of professional and technical services in the area of industrial development.
March 1973 to June 1976 : Investigating Officer, Federal Business Development Bank, Halifax, Nova Scotia.
As Investigating Officer of the FBDB, was responsible for carrying out detailed technical, financial, marketing and management analysis of all important loans and/or equity proposals in the Atlantic Provinces as well as an evaluation of the Bank's security exposure and related financial risk. Made corresponding recommendations to management with regards to acceptable financial packages to be granted to private sector applicants. This covered a wide variety of business concerns including complex manufacturing and multi sectoral firms and consortia.
Obtained a deep understanding of both credit operations and financial issues as well as overall small business management and development.
May 1971 to December 1972 : Area Engineer, Pacific Islands Branch, Mobil Oil Australia Ltd, Melbourne, Australia.
Duties involved management of all operations activities in the Pacific Islands Area, including the receipt, handling, storage and distribution of the company's bulk refined products and lubricating oils; supervision of operational activities at agencies and airports and of the maintenance and construction of service stations and coastal bulk plants.
